earlyoom build is (ironically?) going out of memory on 32bit

This is more of a Haskell problem than an earlyoom one. Pandoc seems to
not like 32 bit. If you take a look at the CI, there are no successful
builds.
Maybe the documentation related phases should just be deleted on 32
bit, or it could be a separate package, or something.
