"gpg" had just been installed for the env and had never been run (thus directories obviously needed was not present)
Running gpg and guix again fixed the problem:

The above messages from ‘gpg’ suggest a gpg setup issue or somethingalong these lines. I think it’s beyond the scope of Guix, so I’mtempted to close it as “not-a-bug”.
